BRIEF HISTORY

The Labour Cooperatives came into existence in the early sixties primarily for execution of earth work on construction of Dams and Canals. They were formed mostly by Labourers. With the passage of time, quantum of earth work decreased and they started taking up skilled work also. The workers other than labourers such as Carpenter, Technicians and Educated youths also started joining in these Societies. Problems came in the way of these Societies in securing and execution of skilled works.

In order to sort out the problems of the Labour Cooperative Societies, the Punjab State Cooperative Labour & Construction Federation Ltd. came into existence. After bifurcation of the Punjab State, the Haryana State Cooperative Labour & Construction Federation Ltd. was registered at Ambala vide Registration No. 532 on 24.10.1966 under Punjab Cooperative Societies Act, 1961 which was repealed by the Haryana Cooperative Societies Act, 1984. Now the Head Office of this Federation is situated in its own building in Sector 2, Panchkula. There is three tier structure in the Labour Cooperatives Sector i.e. the Primary Coop. L/C Societies are at the grass root level, Distt. Coop. L/C Federations at District level and Haryana State Coop. L/C Federation Ltd. at State level. At present 21 District Federations are the members of the State Federation and in addition to it, State Government is also a member of this Federation.

Labour Cooperatives have been accepted as an important mechanism for the upliftment of the infrastructure facilities both in rural as well as in urban areas. At present there are around 9000 Labour & Construction Societies working for the benefit of its members in the Haryana State. These societies undertake projects for the construction of Buildings, Roads & other Construction Works. At the state level The Haryana State Coop. Labour & Construction Federation Ltd. Panchkula is working to assist and guide its members District Coop. Labour & Construction Federations and Primary Coop. Labour & Construction Societies in securing works and facilities from Work-Awarding-Agencies. The Federation is in working since 24.10.1966. The Haryana State Cooperative Labour & Construction Federation works to co-ordinate and facilitate the working of affiliated District Federations and also to organize, co-ordinate and help the working of Primary Coop. Labour & Construction Societies.

VISION

To contribute in building nation through infrastructural activities and to promote and encourage self-reliance in rural sector as well as urban sector through labour cooperatives in the state of Haryana by providing maximum work to the members of Primary Coop. Labour & Construction Societies belonging to the poorest strata of the society. 

  • To organise, promote and develop the Labour Cooperatives and their District Federations. 

  • To render technical and financial assistance to Labour Cooperatives. 

  • To impart training to member Federations and Societies. 

  • To supply tools, equipments, accessories and machinery to its member or their affiliated societies on hire purchase basis. 

  • To secure more works for Cooperative L&C Societies.

MISSION

To provide employment to labourers, to protect their interest and to improve the social and economic conditions of weaker sections to face the new challenges in the society by helping them in procurement of construction work and in getting the payment of the work executed by them.

OBJECTS

The objects of the Federation are economic and social well being and all round development of the Labourers and for this purpose to organize, promote, co-ordinate, help and develop the working of Labour Cooperatives. Some of the objects are as under :-

  • To organize, promote and develop the Labour Cooperatives and their District Federations.

  • To represent the cause of Labour Cooperatives in the State.

  • To undertake execution of work in its own account.

  • To promote the economic interest of the members including their affiliated Societies.

  • To set up industries, plants, kilns etc. independently or in collaboration with other Cooperatives for the manufacturing of construction materials, the equipment and allied products.

  • To enter into agreement for any sort of works with the work-awarding-agencies, to ensure fulfilment of execution with the help of members and Labour Cooperatives and to obtain, rights, concessions or privileges etc. from the work-awarding-agencies.

  • To supply tools, implements, accessories and machinery to its member of their affiliated Societies on hire purchase or hire system.

  • To help in settling the disputes, if any, amongst members and their affiliated societies and between Labour Cooperatives with the work-awarding-agencies.

  • To provide financial accommodations to the Labour Cooperatives for execution of work/contracts entrusted to them.

  • To raise funds, take or give loan, to own purchase, sale or mortgage moveable and immovable property.

  • To arrange to impart training to staff of all the member federations and Societies.
